Democrats launch ads in ND over stalled farm bill

WASHINGTON (AP) ? Democrats launched two ads in North Dakota on Tuesday criticizing Republican Senate candidate Rick Berg over the stalled farm bill as the party seeks to capitalize on rural voters' frustration with congressional inaction.

Congress left town last weekend with the five-year, nearly $500 billion farm and food bill, in limbo. The House Republican leadership declined to bring a bill to the House floor, contending that they did not have the votes to pass it. That has created a political headache for Republican candidates in states that count farming and ranching as top industries, such as North Dakota, Montana, Iowa and South Dakota.

In one of the new ads, newspaper headlines about the stalled bill and Berg's votes for the House budget that would cut $180 billion from farm programs are superimposed on water towers and the side of a red barn. North Dakota residents assail Berg and offer testimonials for his Democratic rival, Heidi Heitkamp, in the open seat race.

"We don't vote the party line, we vote for who we feel will do the best for us," Judi Hintz of Tappen, N.D., says in the commercial. "Heidi will get past the politics and get things done for North Dakota."

In a second spot, Les Franklund of Bismark, N.D., says Berg is "not thinking about my farm or my family." The ads, which are expected to air for at least a week, are part of the Democrats' $3 million-plus buy in North Dakota.

In response, the Berg campaign cited the congressman's repeated pleas to the leadership to move on the bill.

"I refuse to sit back and watch our farmers and ranchers face uncertainty while Washington plays political games," Berg said in a statement in early August when he raised the prospect of various procedural maneuvers to force a vote.

The congressman along with several of his House Republican colleagues had asked Speaker John Boehner, R-Ohio, and other leaders to bring legislation to the floor before Congress adjourned last weekend.

The Senate passed its version of the bill in June, and the House Agriculture Committee approved a similar version in July.

But the House Republican leadership declined to act. A key factor was the food stamp program, which costs nearly $80 billion a year, or 80 percent of all the spending in the bill. House conservatives say the committee's decision to trim that budget by about 2 percent was too small, while some Democrats said any cuts to the food stamp program were unacceptable.

And while both the House and Senate take major steps to reform farm subsidy programs, some conservatives say farmers still receive too much federal aid.

North Dakota is a Republican-leaning state that is expected to go heavily for GOP presidential candidate Mitt Romney. But Heitkamp is locked in a close race with Berg for the seat currently held by Democratic Sen. Kent Conrad.

Farmers and ranchers also appear in a Republican ad in the Montana Senate race between incumbent Democrat Jon Tester and GOP Rep. Denny Rehberg. The National Republican Senatorial Campaign is airing a spot with rancher Turk Stovall, who expresses concern that the death of his father will mean the loss of the family ranch because of the estate tax.

The spot cites a March 23, 2007 vote that Tester cast against Sen. Jim DeMint's amendment to repeal the tax. Stovall says he can't understand Tester's vote and wonders whether the Democrat was voting with his party. One of the final images in the spot is Tester with President Barack Obama.

The federal estate tax reaches fewer than 1 percent of inheritances. The top tax rate is 35 percent but it exempts the first $5 million of an individual's estate; couples can exempt $10 million.

Some conservatives reconsider funding Akin in Missouri Senate race

KANSAS CITY, Missouri (Reuters) - Within hours of a deadline to withdraw from the race, Missouri U.S. Senate hopeful Todd Akin appeared determined to stay in and he received a boost with news that some Tea Party-linked conservatives are considering giving him financial support.

Akin has come under pressure to quit from fellow Republicans over his controversial remarks on rape. In a sign of defiance, Akin was due to start a bus tour across the state on Tuesday to emphasize he will not file a motion with a local court by a 5 p.m. deadline to quit the race.

The Missouri senate race is a crucial one for Republicans who need a net gain of four seats to ensure a majority in the U.S. upper house.

Akin was pilloried, and top Republicans including presidential candidate Mitt Romney asked him to step down, after he said in August that women have natural defenses against pregnancy from "legitimate rape." Major Republican donors cut off funding for his campaign in an effort to force him out.

Before the rape comments, Akin had a much as a double-digit lead in polls over incumbent Democratic Senator Claire McCaskill, who is unpopular in a state trending conservative.

After the comments, Akin's support sank and the latest Real Clear Politics average of polls shows McCaskill with a lead of about five points.

Akin's determination to stay in the race has stirred speculation about whether Republican groups who pulled funding from his campaign will now return to his side.

"Round 2 starts at tonight at 5:01 and money will come back to him," said Roy Temple, a Democratic consultant who has worked on many statewide campaigns but is not employed by McCaskill. "If they think he can will, they will put in whatever money it takes."

The Senate Conservatives Fund, backed by U.S. Senate Tea Party kingmaker Jim DeMint of South Carolina, is considering backing Akin now that he will stay on the ballot, fund director Matt Hoskins said. Hoskins sent an email Tuesday to the fund's 100,000 or so members asking if Akin should get support.

"Congressman Akin may still be able to win this race even after all of the attacks from the liberal media and the Republican establishment," Hoskins said in the email, a copy of which was given to Reuters.

"This isn't the first time the Republican establishment has attacked and abandoned a conservative nominee... but we've helped candidates win races without their support before, and we can do it again if we're willing to fight," Hoskins wrote.

The Senate Conservatives Fund has donated as much as $2.1 million to Senate candidates around the country this year, with the top amount going to Ted Cruz in Texas, who supports the Tea Party cause of reducing the size of the federal government, according to the fund's website.

The National Republican Senatorial Committee has formally withheld support for Akin. On Sunday, Republican party chairman Reince Priebus vowed on ABC's 'This Week' that "we're not going to play in Missouri with Todd Akin."

Caitlin Legacki, spokeswoman for the McCaskill campaign, said she doesn't expect the candidate's message to change with the passing of the deadline for Akin to withdraw.

"There has been no shortage of distinctions drawn between Claire McCaskill and Todd Akin," Legacki said Tuesday. "We will continue working as if we are running from behind."

Fed's Plosser: Opposed to risky QE3 because it won't work

PHILADELPHIA (Reuters) - The Federal Reserve's latest monetary stimulus will not do much to boost economic growth or lower unemployment and raises the risk of longer-run inflation, Philadelphia Fed President Charles Plosser said on Tuesday.

Plosser, an inflation hawk, said he opposed the U.S. central bank's decision to embark on an open-ended program of asset purchases, starting with $40 billion per month in mortgage-backed securities.

"I believe that increasing monetary policy accommodation is neither appropriate nor likely to be effective in the current environment," Plosser told the CFA Society of Philadelphia and the Bond Club of Philadelphia at an event hosted by the Philly Fed.

Plosser said he believes many of the impediments to bringing down the nation's 8.1 percent jobless rate are structural in nature and therefore not amenable to monetary policy solutions.

Against that backdrop, the Fed may well need to begin raising interest rates before its current guidance of mid-2015, said Plosser, who is not a voting member on the policy-setting Federal Open Market Committee this year.

Plosser said he does not see a large risk of a U.S. inflation outbreak but does see the Fed's highly stimulative policies as raising the threat of undesirably high consumer price increases in the future.

"By greatly expanding the size of the Fed's balance sheet, the new asset-purchase program will exacerbate the challenges that the Fed will face when it comes time to exit," Plosser said.

He expects the U.S. economy, which grew at a 1.7 percent annual rate in the second quarter, to expand by 2 percent this year and around 3 percent per year in 2013 and 2014.

In response to the financial crisis and deep recession of 2007-2009, the Fed slashed official borrowing costs to effectively zero and bought some $2.3 trillion in Treasury and mortgage-backed bonds to support the recovery.

Plosser argued that a proposal by one of his colleagues to set numerical targets or thresholds for unemployment and inflation that would govern the Fed's behavior would not work.

"I believe that using thresholds or triggers could easily put us behind the curve, if we have a tendency to underestimate future inflation," Plosser said.

He urged policymakers to show humility about the limits of monetary policy's ability to affect economic growth, suggesting policymakers have already reached the outer bounds of useful stimulus.

How an ATV Could Help Bring Water Car to Market ...

Gibbs Chairman Neil Jenkins, driving this Gibbs Aquada in New Zealand, says the company could begin producing the Aquada in as little as six months after it gains regulatory approval.

Automotive dreamers have coveted the notion of an amphibious car almost since the first autos started showing up on the world?s dusty streets.

Several have tried, most notably Hanns Trippel, who designed several amphibious vehicle, including the most well-known, the 1960s Amphicar.

Floating New Ideas in the Auto Industry!

But no one has developed what anyone could call a commercially successful production amphibious car.

So how does the planned production of an amphibious ATV bring that car one step closer to reality? Let?s take a look.

The production version of the Gibbs Quadski will finally break cover next month. The production version will be higher with larger fenders than this prototype version.

Gibbs Sports Amphibians announced that it would begin production of its Quadski amphibian next month in Auburn Hills, Mich. The Quadski is capable of 45 mph on land and in water and is able to transition between the two in as little as five seconds. The Quadski uses what Gibbs calls High Speed Amphibian technology, the key to which, is wheels that retract into the wheel wells to allow the vehicle to plane.

But that?s a single-seat, straddle-style ATV. Could Gibbs also design a car that could do what the Quadski does?

In a word, yes. In fact, Gibbs began development of its Aquada, a three-seat sports car that looks a bit like an oversized Mazda Miata, in 1997, before it began work on the Quadski. Gibbs expected the Aquada to go into production at least three years ago, but regulatory hurdles have stopped the company from producing it.

The Quadski could be the key to easing the regulatory problems for the Aquada, Gibbs Chairman Neil Jenkins told FastAmphibians.com.

It?s possible that once the world starts seeing the Quadski in action, enthusiasts may start asking about the car. And seeing the Quadski in action could also encourage U.S. regulators to allow Gibbs to start building and selling the Aquada here.

?(The Quadski) will take away some of the fears the regulatory agencies have,? Jenkins told TheDetroitBureau.com two years ago.

The problem is that current regulations on cars and boats conflict. Jenkins has said that the company would have to invent new technology to simultaneously meet some of the requirements of multiple agencies.

For example, Environmental Protection Agency emission requirements necessitate a catalyst, which needs to operate at hundreds of degrees hotter than the U.S. Coast Guard allows in the engine compartment of a boat. Gibbs has suggested an exhaust that would remove the catalyst from the exhaust while in the water, but EPA has rejected that approach.

Another problem: National Highway Traffic Safety Administration regulations require that all cars have airbags. But pounding waves would be enough to set off sensitive airbag sensors. One idea would be a switch that deactivates the airbag when in water, but NHTSA has rejected that approach.

Attorneys working with Gibbs on finding solutions to the regulatory hurdles have suggested that regulators should stop trying to shoehorn the Aquada into existing regulations for cars and boats and instead open a new classification for ?amphibians.?

So, instead of focusing on building a street-legal car, Gibbs has turned its attention to off-road products including the Quadski, the Phibian, a 30-foot amphibian aimed at the first-responder market, and the Humdinga, a 21.5-foot amphibian designed to traverse the most difficult terrain.

When the government finally green lights the Aquada, Jenkins told The Wall Street Journal that it could be ready to start building them in limited numbers in as little as six months.

But in the meantime, Gibbs will begin selling the Quadski and begin to recoup some of the more than$200 million invested in the company by founder Alan Gibbs.

Apple iPhone 5 (Verizon Wireless)


The iPhone 5 ($199/16GB, $299/32GB, $399/64GB with contract; $649-$849 without contract) is the best iPhone ever. It takes the iPhone's traditional advantages, like the well-designed consistent hardware and interface, amazing apps, and robust retail support, and literally extends them.?If you have an older iPhone and you've been wondering, "should I upgrade?," the answer is a clear yes. Everything is better here. Better body, better screen, better camera, better mind. Compared with the iPhone 4S?, it's faster, less frustrating, and less fragile. And with even-older iPhones, there's no comparison.

In this review, we're focusing on the Verizon Wireless iPhone 5 (64GB) . We'll test the other carrier's models as we get them. For a perspective on potential differences and what the other carriers have to offer, see, "Which iPhone 5 Carrier Should You Choose?"

If you're a Verizon customer who's smartphone shopping with an open mind, I can confidently say, the iPhone 5 is a very good phone, but it's not always the best phone. The Samsung Galaxy S III and the Motorola Razr M, our other top choices on Verizon, make better in-car GPS units, for instance. I'll get to that decision at the end, but it isn't all clear-cut.

And if you just want bragging rights, well, this isn't Highlander. There can be more than one.

Physical Features
The iPhone 5 ditches the glass-sandwich design that Apple has used for two years in exchange for a lighter, slimmer quasi-unibody form. At 4.9 by 2.3 by 0.3 inches (HWD) and 4 ounces, it's notably lighter than the last iPhone and one of the slimmest phones on the market, rivaled by the T-Mobile?HTC One S. The front panel is still mostly screen: a 4-inch, 1,136-by-640 (326 ppi) display as opposed to the old 3.5-inch, 960-by-640 (326 ppi) panel. That makes the whole phone longer, but no wider. As a result, it's very easy for people with small hands and short thumbs to touch every part of the screen without stretching.

I found the new screen to be most important when playing games. Sure, it allows more room for everything?more Facebook updates, more Web page text, more calendar entries. But it really shines for games, where I've felt previous iPhones to be almost unbearably cramped and squinty. You're going to be staring at your smartphone's screen a lot; another 20 percent or so of information, with no additional hand fatigue, should be a no-brainer.

The headphone jack has moved down to the bottom of the phone, which is a slight disappointment. It means when you pull your phone out of your pocket by following the headphone cable, it'll always be upside down. Also on the bottom panel are the fairly loud speaker and the controversial Lightning connector.

The pitch of iPhone owners whining about the new Lightning port has become deafening, mostly because of Apple's blockheaded decision to charge $30 for its Lightning-to-30-pin adapter. While Lightning continues Apple's irritating policy of using non-standard connectors so it can profit from licensing, the 30-pin dock connector was nearly a decade old. It was time to go.

The sides and back of the new iPhone are considerably more handsome than they used to be. The matte black, beveled edge of the black iPhone we tested blends smoothly into the black anodized aluminum back; relatively subtle glass panels at the top and bottom of the phone cover the invisible antennas. There's also a snazzy white/silver version.?Compared with this nearly unibody design, the 4S looks clunky. The new iPhone looks more durable, too, without that big pane of glass on the back to crack.?

Other buttons and controls are where they usually are. The iPhone's raised, separated volume controls have always been a nice feature, as they're very easy to locate blindly.

RF Reception and Phone Calls
Dispel all memories of the "death grip." RF reception here was excellent in my tests, and the iPhone 5 managed to nail two calls in a weak-signal area where the Galaxy S III couldn't connect. With antennas behind glass panels at the top and bottom of the phone, it's nearly impossible to cover both of them with your hand.

The iPhone 5 isn't the world's best voice phone, but it's good enough. The earpiece is loud enough for most situations, and the sidetone adapts to background noise so you don't end up yelling. Voice quality in quiet areas is well-defined. The noise cancellation isn't nearly as good as the Audience-powered noise canceling in the Galaxy S III?some background noise leaks through, which can create problems for automated response systems, and the iPhone 5 will clip your voice a bit when it's trying to dampen heavy noise. But my voice was clear and audible over the background noise in test calls. The speakerphone is of thoroughly average volume. Just as with the mouthpiece, it does a decent, but not perfect job, of lowering background noise.

My Jawbone Era?Bluetooth headset worked just fine with Siri once I figured out the rhythm; you have to wait a few seconds after pressing the voice dialing button, and then wait for the beep before issuing your command. Music, video, and game audio had no trouble making it over Bluetooth in sync, so this phone should work fine with your Bluetooth headsets and speakers.

The Verizon iPhone 5 works on a wide range of networks: according to Apple, it supports CDMA EV-DO Rev A and Rev. B (800/1900/2100MHz), UMTS/HSPA+/DC-HSDPA (850/900/1900/2100MHz), GSM/EDGE (850/900/1800/1900MHz) and LTE (Bands 1/3/5/13/25). That's more networks than I've ever seen on a single phone. By default it will roam globally on the fastest 3G networks it can find. Verizon unlocks the SIM card slots after 60 days if your account is in good standing, so you can pop in a foreign SIM card. That is, if you can find the so-far-obscure Nano-SIM format. Nobody else uses it yet, but since Apple's a behemoth, I'm sure it will catch on.

One thing you can't do is move a Verizon iPhone to Sprint or AT&T's LTE network. (It might work with T-Mobile, though.) Sprint has (and uses) the ability to reject other carriers' phones on its CDMA network, and this model lacks AT&T's LTE bands.

3G talk time was even better than Apple promised, with nine hours, 44 minutes of talk time. That's not quite as long as the Galaxy S III's 10 hours, 43 minutes, but it's still very good.

Larry Ellison, Oracle CEO, Gets $21 Million Pay Raise Despite Company's Stock Decline


BOSTON (Reuters) - Technology company Oracle Corp increased billionaire CEO Larry Ellison's compensation for last year by 24 percent.
Ellison, one of the most highly paid chief executive officers in the United States, and the world's sixth-richest man, according to Forbes, received total compensation for the year ended May 31 of $96.2 million, almost all of it in stock options. That compared with 77.6 million in the prior year.
His compensation rose during a period in which the company's shares fell 23 percent, underperforming the Nasdaq Composite Index, which was little changed during the same period.
Company spokeswoman Deborah Hellinger declined comment on the compensation package, which was disclosed in an annual filing with the U.S. Securities and Exchange Commission.
The board's executive compensation committee said in that disclosure that its long-standing approach has been to "provide total compensation opportunities that are significantly above the average of our peer group."
That group includes Apple Inc, Cisco Systems Inc, International Business Machines Corp and Microsoft Corp.
Ellison, 68, has been CEO since he co-founded the company 35 years ago, making him the longest-running chief executive at a major Silicon Valley firm.

Nothing Johnson said will make any team more likely to sign him.? In fact, talking could hurt his chances of getting a new job.

The perception remains ? smoke or no smoke blown up his ass ? that Johnson no longer can play.? And if anyone believed he could, he would have been among the 67 players who had tryouts on Tuesday of this week.

So between his performance last year with the Patriots, his performance in his short stint with the Dolphins, and the innocuous sideshow that turned sinister when he allegedly (or perhaps admittedly) head-butted his ex-wide, no one wants him.? And we don?t expect an interview with Inside the NFL or any other media outlet to change that.

Now That New York Has Limited the Size of Sugary Drinks, a City Official Has His Eye on Portion Sizes

When I moved to New York City in 1994, it didn?t exactly feel like a lawless place, but you did get the sense that it was pretty much an ?anything goes? zone. Not anymore.

Coming on the heels of bans on smoking, trans fats, and large sugary drinks, Food Safety News reports that Thomas Farley, Commissioner of the New York City Department of Health and Mental Hygiene, has written an article for the Journal of the American Medical Association. In it, he suggests that government should impose limits on portion sizes as part of its strategy for combatting America's obesity epidemic.

They quote Farley as saying, ?Americans consume many more calories than needed, and the excess is leading to diabetes, cardiovascular disease, and premature mortality.?

Science Codex expanded on Farley?s comments noting his observations in JAMA that, ?Since the 1970s, caloric intake has increased by some 200 to 600 calories per person per day. Although it is unclear how important changes in physical activity are to the surge in obesity prevalence, it is quite clear that this increase in calorie consumption is the major cause of the obesity epidemic?an epidemic that each year is responsible for the deaths of more than 100,000 Americans and accounts for nearly $150 billion in health care costs."

The National Heart Lung and Blood Institute offered some evidence as to why we?re eating more saying that, ?Food portions in America's restaurants have doubled or tripled over the last 20 years, a key factor that is contributing to a potentially devastating increase in obesity among children and adults.?

But you?re not safe in other public places either. The CDC has noted, ?However, the rise of portion sizes is not limited to restaurants alone. Bags of snack foods or soft drinks in vending machines and the grocery store are offered in larger and larger sizes . . . But do people look at food that is offered and automatically assess how much is a normal serving size, and then actually eat only the normal serving size? Do they adjust what they eat after consuming large portion sizes? The research says they may not.?

Actually, I can answer that question without doing any research. No, people, myself included, do not sit around assessing normal serving sizes. Which is why Farley?s suggestion that education may be one of the best strategies for combatting obesity is our best option.

According to Food Safety News he writes that, ?The balanced and most effective approach is for governments to regulate food products that harm the most people, simultaneously encourage food companies to voluntarily produce and market healthful products, and then provide information to consumers in ways that facilitate their choosing healthful products."

That?s a tall order, but I guess it?s a start. One fact is indisputable though?my heathen life in New York City is definitely a thing of the past.

Storms dampen hopes for bountiful NKorea harvest

(AP) ? First came an extended dry spell in the spring, followed by a summer of flash floods and typhoons.

Now, with North Korean farmers preparing to head out into autumn fields to cut and thresh the nation's most important crop, rice, there are renewed concerns that continued harsh weather will mean another shortfall of food in this chronically hungry land.

There had been high hopes for better crop yields this year following the implementation of more modern farming techniques, said Kang Su Ik, a professor at North Korea's premier agricultural school. But those hopes have faded in what has proven to be another tough year for farmers in the disaster-prone North.

"I can't predict this year's harvest," said Kang, head of the Department of Crop Science at the Wonsan University of Agriculture in eastern North Korea. "But it's probable that this year's output will be lower than expected."

Agriculture remains the nation's lifeblood, contributing a quarter of the nation's economy and engaging a third of the population, according to the World Food Program.

But this craggy country of mountains and valleys has little arable land and for decades has not been able to grow enough food for its 24 million people. And in an era when most Northeast Asian nations leave most of the work to machines, northern farms still rely on backbreaking manual labor and have had to rely on foreign aid to make up for shortfalls in seeds and fertilizer.

The leanest period was a famine in the mid-1990s, a time known here as the "Arduous March," when foreign economists estimate that hundreds of thousands of North Koreans died of hunger.

With fall approaching, the harvest is on everyone's minds, from kindergarteners hunched over drawings of bright red tractors to art troupes and military bands rehearsing the rousing tunes they'll use to raise the spirits of farmers out in the fields.

This harvest is especially important to the government because it will be the first since Kim Jong Un assumed power following the December death of his father, Kim Jong Il. The young leader has declared the era of "belt-tightening" must end ? an extraordinary acknowledgment of economic hardship from a regime that rarely admits weakness. By doing so, he challenged bureaucrats to find a way to turn things around.

With the summer corn crop picked and laid out to dry on roof tiles, the focus is now turning to the rice harvest, which begins later this month around the time of "chusok," or thanksgiving, a period that marks the beginning of frenzied farming activity, when even city dwellers are expected to help gather crops.

Rice is followed by soybeans later in the fall, then everyone hunkers down to turn cabbage into kimchi, the spicy fermented side dish that is considered nearly as much of a staple as white rice.

North Koreans refer to this busy time of year as "going into battle," a distinctive approach to the harvest in a country that operates under a "military first" policy and relies on the socialist collective spirit to make up for a lack of fuel and machinery.

But this year's extreme weather has dimmed hopes of a bountiful harvest.

Rural areas endured a protracted dry spell in May and June, just as crops needed water to germinate, said Kang, the Wonsan professor. Because of this, North Korean farmers brought in less than half the wheat, barley and potatoes anticipated in the spring, officials said.

Then, flash floods from summer storms killed scores of North Koreans, destroyed thousands of homes and drowned hundreds of thousands of acres of farmland, according to state media.

In recent weeks, a series of typhoons has lashed some parts of North Korea, leaving more people homeless.

The damage and death tolls could not be independently confirmed, but Associated Press journalists who traveled through the countryside in August saw roadways ripped apart and entire hamlets swept away by water that gushed down denuded mountainsides. Last month, just weeks before the corn harvest, acres of stalks languished in the muddy fields of South Phyongan Province, a key agricultural area.

United Nations officials said the extent of the damage to crops remains unclear and there are hopes it will be limited to areas hit hard by the flash floods. U.N. workers will fan out across the country starting next week for a far-reaching assessment that should provide a clearer picture on the current state of North Korea's food situation.

Longer-term, said Kang, the Wonsan professor, North Korea needs to continue modernizing its farming techniques and equipment.

"We need technology to step up to the world's standards," he told AP in an interview.

Most tractors are 10 to 15 years old, and there aren't enough trucks and fuel to carry crops to threshing yards and storage sheds before they spoil, U.N. officials said. North Korea has also struggled to secure high-quality seeds and the fertilizer needed to pump up yields.

This year, the U.N. has provided combine harvesters imported from Brazil and China, and state media said engineers at Kim Il Sung University have developed a more efficient harvester. North Korea is also sending farming experts to study in Russia, China and elsewhere, Kang said.

But while food is plentiful in the capital, Pyongyang, where many have the cash to supplement state-provided rice and cornmeal with meat, vegetables and fruit, 16 million other North Koreans struggle to eat a well-balanced diet, according to a U.N appeal to donors in June.

"Beyond the immediate needs due to flooding, the WFP is very concerned about the long-term intellectual and physical development of young children who are malnourished," said Claudia von Roehl, WFP's representative in Pyongyang, "mainly due to a monotonous diet lacking in key proteins, fats and micronutrients."

Even if the fall harvest isn't as bountiful as hoped, Kang said, he doesn't anticipate a return to the dark days of the Arduous March.

"We won't go back to those hard times again," he said.
