This, on its face, might seem like something of a misnomer, since Apple moves paltry numbers of ?units? and is the antithesis of prolific. She also happens to be a longtime critic of the record industry, specifically her employer, Sony Records. (Strictly for comparison purposes, in the six-year span between Apple?s second and third albums, Britney Spears released five CDs, including both her debut and ?greatest hits.?) Apple wrote the majority of her first album, Tidal, during adolescence; released in 1996, when she was 18, it was nominated for three Grammys. Her next two?When the Pawn ? and Extraordinary Machine, released in 1999 and 2005, respectively?were similarly nominated and appeared atop virtually every top critic?s list of the best albums of the year (Kanye West has said Extraordinary Machine made him want to be the ?hip-hop Fiona Apple?). But it is her latest?a stripped-down rhythmical and confessional tour de force?which, in its restraint alone, stands as her strongest work yet.

?Her unique musical DNA?fusing jazz and the old standards with a dose of post-sixties singer-songwriter?seems inextricable from her biological one, a line of workman American performers steeped in vaudeville, big band, theater, and cable television. So that, in ?Every Single Night,? the lines ?Little wings of white-flamed?/?Butterflies in my brain? come with a slight fluttering; there is a quickening, a crescendo through ?Swarm the belly, swelling to a blaze?; until, by the time ?That?s when the pain comes in,? her contralto rings, erupting to accent when in an E-flat that, taken out of context, could be Callas?s, not to mention the almost diabolical use of robato to construct a chorus out of ?brain,? stretched into ten notes, ten slurring syllables, in what it occurs to me very early one morning later in her living room in California, the two of us altered to the precipice of poisoning, green stars orbiting above us, her extraordinary voice ricocheting across space: musical onomatopoeia.

?The Dead?s first great benefactor, Owsley (Bear) Stanley, the scion of a Kentucky political family, was a pioneering manufacturer of LSD. He also had an idiosyncratic but fierce interest in sound quality, and, while his technical contributions were not always practicable, his early financial support, near-evangelical dedication to sonic fidelity, and steady supply of acid created an atmosphere of experimentation and advancement that culminated, first, in the creation of a groundbreaking company called Alembic and, later, in the so-called Wall of Sound. The Wall of Sound, which has nothing to do with Phil Spector?s, consisted of six hundred and four speakers, channelling twenty-six thousand watts of power. It has been called the greatest vessel for the amplification of sound in history. Every modern P.A. system is based on it; it employed a so-called line-array system that is now the industry standard. It was also so cumbersome, and took so long to unload and assemble, that it nearly bankrupted the band. It was Stanley, too, who began recording the band?s performances, in 1966, so that they could listen later, to check the sound or mine ideas. (Kesey and his Merry Pranksters had also inculcated them with the ethos of taping and filming everything.) When Owsley went to prison, for making LSD, others, among them Betty Cantor, stepped in for months at a stretch. A taping regimen took root, even as the band members stopped paying attention.

?The other irony is that the very sharpness of live sound and variety in performance that led people to begin compulsively taping the band created a brisk and far-reaching trade in tapes, which, as they were copied, often came to sound like mud. So a drug-addled, rehearsal-averse, error-prone band of non-virtuosos perfected a state-of-the-art sound system that created a taping community that distributed a gigantic body of work that often came to sound as sloppy as some of the performances. Each had a character and odor of its own, a terroir. Some combination of the era, the lineup, the set list, the sound system, the recording apparatus, its positioning in the hall, the recorder?s sonic bias, the chain of custody, and, yes, the actual performance would render up a sonic aura that could be unique. Jerry Garcia claimed to be a synesthete?he said that he perceived sound as color. Somehow, I and others came to perceive various recordings, if not as colors, as having distinct odors or auras.?

?In the 1930s, roughly eighty million people went to the movies every week, with weekly attendance peaking at ninety million in 1930 and again in the mid-1940s. Now about thirty million people go, in a population two and a half times the size of the population of the 1930s. By degrees, as everyone knows, television, the Internet, and computer games dethroned the movies as regular entertainment. By the 1980s, the economics of the business became largely event-driven, with a never-ending production of spectacle and animation that draws young audiences away from their home screens on opening weekend. For years, the tastes of young audiences have wielded an influence on what gets made way out of proportion to their numbers in the population. We now have a movie culture so bizarrely pulled out of shape that it makes one wonder what kind of future movies will have.

?Nostalgia is history altered through sentiment. What?s necessary for survival is not nostalgia, but defiance. I?m made crazy by the way the business structure of movies is now constricting the art of movies. I don?t understand why more people are not made crazy by the same thing. Perhaps their best hopes have been defeated; perhaps, if they are journalists, they do not want to argue themselves out of a job; perhaps they are too frightened of sounding like cranks to point out what is obvious and have merely, with a suppressed sigh, accommodated themselves to the strange thing that American movies have become. A successful marketplace has a vast bullying force to enforce acquiescence.?

Tax evasion costs Greece 5 pct of GDP : EU tax chief

ATHENS (Reuters) - Greece could generate budget revenues amounting to 5 percent of national output annually if it reforms tax collection and clamps down on tax cheats, the European Union's tax chief told a Greek newspaper.

Athens plans reforms next year to combat rampant tax evasion as it struggles to shore up public finances and achieve a primary budget surplus, both necessary to continue receiving bailout aid from international lenders.

The euro zone agreed on Thursday to provide nearly 50 billion euros ($64 billion) in long-delayed aid to Greece, averting a catastrophic default and securing its survival in the zone after months of doubt and political turmoil.

Experts estimate that a shadow economy lying outside Greece's tax system amounted to more than a quarter of annual output in 2011, the highest level in the European Union.

It is common in the country for small business owners to under-report sales and pay lower value-added tax. The self-employed such as plumbers and electricians often get paid in cash, avoiding receipts.

"According to our estimates at the Commission, out of the 53 billion euros in (overdue) taxes owed to the Greek state, 15 to 20 percent could be collected," EU tax commissioner Algirdas Semeta told newspaper Kathimerini in an interview.

He said the country's tax system needed an overhaul with simple and easily applicable rules.

A bill introduced to boost state revenues is due to scrap many tax exemptions and raise tax rates on property, companies and households with above-average income. The government also plans a tax on capital gains on stocks traded on the Athens stock exchange.

The measures are expected to increase tax revenues by about 2.5 billion euros in 2013-2014.

Speaking to a medical conference on Saturday, Greek Finance Minister Yannis Stournaras said the government would complete tax reforms in coming months so that all Greeks contribute to saving the country.

He cited 2011 tax data revealing that half of the self-employed reported annual incomes of up to 5,000 euros, showing the biggest tax burden fell on wage earners and pensioners.

Semeta told Kathimerini that the 27-nation European Union loses about 1 trillion euros annually because of tax evasion and that capturing part of the foregone tax revenue could help European economies recover faster.

"Every citizen in Europe loses about 2,000 euros every year because of tax evasion," the commissioner said.

I am currently thinking of rereading the lord of the rings (along with the hobbit and the other books) 8 years after i read them. As i saw the Making of lord of the rings a curious question was posed as they talked about Tolkin and the development of the lord of the rings; What is the One Ring?

I thought it would be an interesting topic of discussion, what is the ring to you? how do you picture it? imagine it? what does it represent?

The amazing thing about The lord of the rings is that it is timeless and so is the One Ring. I will post my own ideas later, for now post your own ideas! looking forward to it :)

And if you're the kind of person?who enjoys the contact sport of late, last minute shopping, Macy's said that 57 of its stores will remain open 24-hours, or with extended hours, until its stores close at 6 p.m. on Christmas Eve.

Many retailers made the unprecedented move to open their stores extra early on Thanksgiving to capture more shoppers seeking Black Friday deals. Wal-Mart, the world's largest retailer, opened its doors at 8 p.m. on Thanksgiving evening, barely giving people time to put down the drumsticks before they dashed off to shop. That was two hours earlier than Wal-Mart stores?had opened the year before.

Some people have criticized retailers for extended hours on holidays, saying that it interferes with family time for shoppers and for workers.?

In prior years, Macy's had extended hours over the last weekend before Christmas at some of its stores. This is the first time that it will do that at all of its locations. Macy's has 800 locations in 45 states, DC, Puerto Rico and Guam.

In the age of texting, it's easy to forget that the?cell phone was initially meant for making calls. That's still true, but most phones do a whole lot more than that nowadays. Not everyone wants or needs a smartphone, though, and it's getting harder and harder to find a quality alternative. Luckily, the free Samsung M400 for Sprint fits the bill. It's a super-simple flip phone with a large number pad and good call quality. While it's pretty much devoid of any multimedia features, it's a good choice for anyone who needs a phone primarily for talking.

Design and Call Quality
The Samsung M400 measures 3.84 by 1.99 by 0.72 inches (HWD) and weighs 3.65 ounces. It's made entirely of dark gray and black plastic, with a lightly textured panel on the back and a faux-metallic finish on the front. There's a Camera button on the right, as well as buttons for Volume and Voice Control on the left. The 1.07-inch external display shows the time, date, reception, and battery life at a glance, and will display the name or number for incoming calls.

Flip the phone open to access the M400's excellent number pad. The backlit keys are large, well-spaced, and springy. You won't have any trouble dialing here. The control pad above is equally well crafted. There's a directional pad with a Select button in the middle, flanked by buttons to start and end a call and activate the speakerphone. You also get a button that automatically dials 911 (you're asked if you actually want to dial it after your press it), as well as a programmable In Case of Emergency button. You can add up to three contacts you'd want to notify in the event of an emergency.

The internal 2.4-inch display features 320-by-240-pixel resolution. Text and images look sharp enough, but it's highly reflective, and narrow viewing angles make it tough to see if you aren't looking at it dead-on.

The M400 is a 3G device with no Wi-Fi. Reception is good, and call quality is solid across the board. Voices are clear in the earpiece, and volume goes extremely loud, but the louder you go, voices start to crackle and sound a bit fuzzy. Calls made with the phone sound very clear and easy to hear, with good noise cancellation. Calls were fine through a?Jawbone Era?Bluetooth headset, and the Nuance-powered voice control app worked very well. You can use it to make calls or send text messages, or even to open the phone's Web browser. The speakerphone sounds okay, and gets loud enough to use outside. Battery life was on the low side, at 4 hours and 56 minutes of talk time.

Apps, Multimedia, and Conclusions
The M400's UI is simple to navigate and responds quickly to key presses. The home screen displays all of the same information as the external display, and gives you quick access to your contacts and text messages. The main menu, meanwhile, features nine different shortcuts, including your camera, messages, Web, and app store. Don't get too excited about apps, though?there's barely anything in the store, and you only get 9.61MB of free internal storage, with no microSD card slot for expansion.

There are no email or IM clients, though you can still access email through the Access NetFront 4.2 browser. The browser delivers decent WAP pages, but it's really only good for occasional use. Instead of IMs, you're better off sending text messages. The M400 displays messages individually, or threaded, in the style of a conversation. You'll need to type by using the number keys, which is always a pain, but at least they're big and easy to press.

Multimedia features are nearly nonexistent. There's no music player, video player, or camcorder. You do get a 1.3-megapixel camera on the front of the phone. It lacks an LED flash and auto-focus, though it comes with some fun features like continuous shooting, mosaic, and panorama. Unfortunately, test photos look soft and hazy, almost like someone smeared Vaseline over the lens.?[Really? Ew.?Ed]?And since there's no memory card slot, the only way to get photos off the phone is to send them over the air.

So while the Samsung M400 doesn't have much in the way of extras, it isn't trying to be anything other than what it is: a cheap, simple voice phone. The only other flip phones on Sprint are the rugged Kyocera DuraCore ?and Kyocera DuraXT, both of which are far too big and bulky for casual users. The Samsung Array?gets you a keyboard and some extra media features, but has painfully slow 2G speeds for Web browsing, and isn't quite as simple to use as the M400.

Speeding up electronics to light frequencies

ScienceDaily (Dec. 4, 2012) ? New results on the interaction of femto- and attosecond light pulses with a solid insulator hold promise for reaching electronic switching rates up to the petahertz domain.

Modern information processing allows for breathtaking switching rates of about a 100 billion cycles per second. New results from the Laboratory for Attosecond Physics (LAP) of Prof. Ferenc Krausz (Max Planck Institute of Quantum Optics (MPQ), Garching, and Ludwig-Maximilians-Universit?t Munich) could pave the way towards signal processing several orders of magnitude faster. In two groundbreaking complementary experiments a collaboration led by LAP-physicists has demonstrated that, under certain conditions, ultrashort light pulses of extremely high intensity can induce electric currents in otherwise insulating dielectric materials (Nature, AOP, 5 December 2012). Furthermore, they provided evidence that the fast oscillations of the electric field instantly alter the electrical and optical properties of the material, and that these changes can be reversed on a femtosecond (10-15 s) time scale (Nature, same issue). This opens the door for signal processing rates reaching the petahertz (1015 Hz) domain, about 10,000 times faster than it is possible with the best state-of-the-art solid state microchips. The experiments were carried out by researchers from MPQ, LMU, and Technische Universit?t M?nchen, in close cooperation with the theoretical group of Prof. Mark Stockman (Georgia State University, Atlanta, USA).

Materials can be grouped in three categories according to their electric properties: metals provide free charge carriers, i.e. electrons, under any conditions, and therefore conduct electricity when exposed to even small electric fields. In semiconductors, on the other hand, the charge carriers require a certain 'energy kick' before they are able to move around. This is why semiconductors are very well suited as the basic material for electronic switching components in which the digits "0" and "1" are represented by an "on" or "off" current, respectively. The best silicon-based semiconductor components available today allow switching between these two states several billion times per second, i.e. at gigahertz-rates (1 GHz = 109 Hz). This corresponds to the frequency of microwaves.

The third group of materials are so-called dielectrics. Here, the electrons are more or less immobile, therefore, dielectrics are insulators under normal conditions; at very low electric fields they don't conduct electric current, whereas at high static fields they suffer irreversible damage. The team of Prof. Krausz now took interest in the question of how such materials would respond to very high and (usually) destructive fields that act on it for just a tiny moment. To this way they used a special tool: very short and intensive laser pulses of visible/near-infrared light with a duration of a few femtoseconds (1 fs is a millionth of a billionth of a second), which contain only a couple of cycles with a perfectly controlled waveform. In these pulses, the amplitude of the oscillating electric field increases from moderate values to more than 10 billion Volts per metre extremely rapidly, within a few femtoseconds.

In the first experiment [1] the scientists investigated whether these light pulses would cause dielectrics to conduct electric currents at all. Their test object was a small silica-glass prism, coated on two sides with gold electrodes with a 50 nanometre wide gap in between. After irradiating the prism with the intense few-femtosecond pulses, an electric current was measured between the electrodes. "Two effects are contributing to this result," Tim Paasch-Colberg explains, who worked on this experiment as a doctoral candidate. "On the one hand the strong electric field of one pulse enhances the mobility of the electrons. On the other hand, the appropriately directed weaker field of a second pulse pushes the mobilised electrons towards the gold electrodes." The experiments revealed that the electric current changes its direction as the weak (driving) field is delayed by half a wave period (about 1.2 fs) with respect to the strong (mobilizing) field. "This behaviour is a strong indication that the material is turned from an insulator into a conductor by the strong light field within less than a femtosecond," Tim Paasch-Colberg says. "However, from these observations we cannot yet conclude that the conductivity can also be switched off within the same time scale, which is a precondition for the effect being utilized for signal processing."

To answer this question, a second experiment [2] explored the underlying electronic processes. This time, the material, in form of a thin film, was exposed to the same pulses. The extremely fast variations of the electronic properties caused by the strong field were tracked in real time with LAP's unique tool: flashes of extreme ultraviolet light shorter than 100 attoseconds (1 as is a billionth of a billionth of a second, a thousand times shorter than a femtosecond). "Our results show that the field-induced changes follow, in a highly nonlinear fashion, both the turn-on and the turn-off behaviour of the driving laser field, and thus they clearly point to the reversibility of the field-induced effects," Elisabeth Bothschafter, doctoral candidate at the experiment, explains. And Dr. Martin Schultze, leading these experiments and currently on leave at the University of California at Berkeley, adds: "It is stunning that basic material properties can be manipulated, increased and decreased, at the speed of light field oscillations."

Both sets of experiments can be described with one and the same microscopic model developed by Vadym Apalkov and Mark Stockman, which explains -- based on quantum mechanics -- the underlying physical processes and supports the conclusion of full reversibility of the observed light-induced changes. "Our work demonstrates how state-of-the-art photonic techniques may explore ways of pushing the frontiers of information processing," says Agustin Schiffrin, leading the first project and currently researcher at the University of British Columbia (Vancouver, Canada). Professor Krausz, head of the Laboratory for Attosecond Physics, likes to put these measurements into a larger context: "We hope that these results provide motivation for other groups worldwide to join us in exploring and exploiting the potential wide-gap materials may offer for speeding up electronics."

Obama firm on 'fiscal cliff' amid Republican disarray

WASHINGTON (Reuters) - President Barack Obama held his ground on the "fiscal cliff" on Tuesday, insisting on higher tax rates for the wealthiest Americans, while Republicans showed increasing disarray over how far they should go to compromise with Obama's demands.

With less than a month left to confront the budget cuts and tax increases that will begin taking effect in January unless Congress acts, Obama dangled the possibility of lowering tax rates as part of a broad U.S. tax code revamp in 2013.

But he again insisted, in an interview with Bloomberg Television, that tax rates for the wealthiest 2 percent of taxpayers must rise in any deal by the end of the year to avert the assorted measures known as the fiscal cliff.

Obama, a Democrat, may face resistance from his own party if and when he's forced to be specific about how he would cut the cost of entitlements, such as the Medicare health insurance program for seniors.

For the moment, however, the overall political picture Tuesday reflected a relatively solid front of Democrats versus an increasingly shaky group of Republicans.

Mitch McConnell, the Republican minority leader in the Senate, even avoided endorsing the negotiating position of his House of Representatives ally, Speaker John Boehner.

"I think it is important that the House Republican leadership has tried to move the process forward," McConnell told reporters trying to get his views on a proposal Boehner and the House Republican leadership sent to Obama on Monday.

Outside the capital, concern mounted about how and when - not to mention if - the politicians might put their disagreements behind them and deal conclusively with an issue that economists say could trigger another recession.

Corporate chief executives were scheduled to meet with Obama later on Wednesday. The Business Roundtable, a lobbying group for corporations, has arranged the meetings. In addition to prompt action on the fiscal cliff, the group is seeking tax cuts for their companies.

Boeing Co. CEO Jim McNerney, who chairs the group, said its members want "a balanced solution to the nation's fiscal cliff and long-term deficit and debt issues ... including meaningful and comprehensive tax and entitlement reforms."

The manufacturing sector contracted in November and posted its weakest performance in three years, a report showed on Monday. Companies taking part in the survey said uncertainty over the negotiations in Washington was a factor.

U.S. stocks slipped on Tuesday as investors fretted about Washington's ability to avoid a year-end budget crisis.

REPUBLICAN DISARRAY

On Capitol Hill, conservative South Carolina Senator Jim DeMint attacked Boehner, a fellow Republican, over Monday's fiscal cliff offer, which included $800 billion in revenue increases from overhauling the tax code, along with spending cuts and entitlement revisions, as part of a deficit reduction deal.

That amount, which Boehner informally accepted during previous debt-ceiling negotiations in 2011, was not enough to satisfy Obama. But it was too much for DeMint and other Republicans who have made opposition to tax increases of any kind a central part of their politics for many years.

"Speaker Boehner's $800 billion tax hike will destroy American jobs and allow politicians in Washington to spend even more," DeMint said in a statement on Tuesday.

Signaling some worry about fragmented sentiment in the House, Republican leaders took the unusual step of removing two hard-line Tea Party conservatives, Tim Huelskamp of Kansas and Justin Amash of Michigan, from the House Budget Committee, where elements of a fiscal cliff deal are likely to be considered.

A few House Republicans, such as Mike Simpson of Idaho and Steve King of Iowa, have said tax increases on the wealthiest may be tolerable under certain conditions.

OBAMA PRESSES ADVANTAGE

The president pressed his agenda on Tuesday, reiterating his openness to unspecified reforms in entitlement programs.

He repeated that as part of any deal, low tax rates on 98 percent of taxpayers should be extended, but that taxes on the top 2 percent should rise. "Let's let those go up," Obama said, referring to a "down payment" for future negotiations.

"And then let's set up a process with a time certain, at the end of 2013 or the fall of 2013, where we work on tax reform, we look at what loopholes and deductions both Democrats and Republicans are willing to close, and it's possible that we may be able to lower rates by broadening the base at that point."

Fueling concerns among some Republicans about resisting compromise are surveys, like one released by the Pew Research Center on Tuesday, which showed that about 53 percent of those polled said they would hold Republicans more responsible than Democrats for going over the cliff; 27 percent said they would hold Obama responsible.

Scientists have used nanotechnology to create ?selectively wet? materials that can be used to write long-lasting messages with water.

The concept, called "hydroglyphics," was exhibited by scientists at Harvard who recently teamed up with a group of Merrimack, N.H., high school students and faculty to make an educational demo.

The demo, appropriately entitled "Hydroglyphics," helps people visualize the difference between water repelling and wetting surfaces. The main principle behind hydroglyphics (a combination of the words ?hydro? and ? hieroglyphics ?) is that by changing the properties of a surface, you can make your own special prints using water. All you need is some foam stickers, a modified Tesla coil and a Petri dish.

Each audience member takes a Petri dish and chooses a favorite sticker, tacking it onto the bottom of the dish. The demo performer then puts each dish under the Tesla coil, and zaps them. A purple spark appears accompanied by a loud noise. Once the sticker is removed, water is added to the dish. The water fills up everywhere except on the area where the sticker had been, creating an ?engraving.? The message can last about one month.

Harvard scientist Philseok Kim, the first author on the paper about this demo, stumbled upon the idea for hydroglyphics. While helping one of Merrimack?s teachers, Raymond Sleeper, come up with a new demo, he experimented with equipment in the lab that was being used for other research projects.

?I tested [the demo on] a Petri dish, to see how much contrast between hydrophilicity and hydrophobicity we could make,? Kim, of the Wyss Institute, said. ?To our surprise, it nicely generated strikingly good contrast.?

The Petri dishes originally have a plastic structure that repels water (hydrophobic). When treated with the Tesla coil, the air becomes conductive and oxygen combines with the plastic, making the Petri dish surface attracted to water (hydrophilic). However, the area under the sticker was protected from the air, so it still repels water. Water in the dish sticks to the hydrophobic regions, keeping the message area dry.

The hydroglyphics demo has been a success wherever the researchers have taken it, Kim said. ?Purple electric arcs with funny zapping noise, cute and colorful stickers, and mystery messages? all of them are a series of 'wow' moments that just happen over a few minutes. I think this is a truly engaging combination.?

Bob Costas, the NBC broadcaster, called for gun control following the murder-suicide by Kansas City Chiefs player Jovan Belcher. Costas views sparked an immediate uproar in social media.

NBC broadcaster Bob Costas used his halftime segment on "Sunday Night Football" to advocate for gun control following this weekend's murder-suicide involving Kansas City Chiefs linebacker Jovan Belcher, causing an immediate debate on social media.

In a segment about 90 seconds long, Costas paraphrased and quoted extensively from a piece by Fox Sports columnist Jason Whitlock.

Whitlock didn't agree with the decision by the Chiefs to play the game Sunday.? He wrote:

"I would argue that your rationalizations speak to how numb we are in this society to gun violence and murder. We?ve come to accept our insanity. We?d prefer to avoid seriously reflecting upon the absurdity of the prevailing notion that the second amendment somehow enhances our liberty rather than threatens it.

How many young people have to die senselessly? How many lives have to be ruined before we realize the right to bear arms doesn?t protect us from a government equipped with stealth bombers, predator drones, tanks and nuclear weapons?

Our current gun culture simply ensures that more and more domestic disputes will end in the ultimate tragedy, and that more convenience-store confrontations over loud music coming from a car will leave more teenage boys bloodied and dead."

After praising the column, Costas said: "In the coming days, Jovan Belcher's actions and their possible connection to football will be analyzed. Who knows? But here, wrote Jason Whitlock, is what I believe. If Jovan Belcher didn't possess a gun, he and Kasandra Perkins would both be alive today."

Belcher shot and killed Perkins, the mother of his 3-month-old daughter, on Saturday morning, then drove to Arrowhead Stadium and committed suicide in the parking lot of the team's practice facility.

The online reaction to Costas' segment was swift, with many people criticizing the broadcaster for expressing his personal views on a program meant for entertainment.

Markets recover their poise as focus stays on US

LONDON (AP) ? Markets recovered their poise Tuesday despite uncertainty over the progress of U.S. budget talks that could have a bearing on the outlook of the world's largest economy.

Though stocks have generally performed better than expected following Monday's reverse on Wall Street, analysts said the advance is fragile and dependent on budget discussions between the White House and Congress in Washington. An agreement has to be reached by the end of this year to avoid the so-called "fiscal cliff" of automatic tax increases and spending cuts.

"Investors are becoming accustomed to stepping on to firm soil each morning as the fiscal cliff looms ever closer, while tremors tend to rattle the earth later in the day," said Andrew Wilkinson, chief economic strategist at Miller Tabak & Co. "Tuesday bears the same hallmark."

In Europe, the FTSE 100 index of leading British shares was flat at 5,872, while Germany's DAX rose 0.2 percent to 7,447. The CAC-40 in France was 0.5 percent higher at 3,586.

In the U.S., the Dow Jones industrial average was up 0.3 percent at 13,006 while the broader S&P 500 index rose 0.1 percent to 1,411.

With little economic news out to offer guidance, investors will likely continue to focus on the budget talks, a day after the Republican majority in the House of Representatives responded to the White House's plan with its own. Most analysts think a deal will be cobbled together before the year's end, though there may be setbacks along the way.

"Equity markets remain unsettled for as long as the gap between tax increases and spending cuts cannot be bridged," said Neil MacKinnon, global macro strategist at VTB Capital. "We remain hopeful that at least some sort of partial compromise can be reached before the end of this year."

Beyond the U.S., Thursday's European Central Bank policy meeting will also garner some interest in markets. Though investors do not expect a cut in the benchmark interest rate, they will be interested in the latest quarterly economic forecasts from the bank.

With worries over Europe's debt crisis easing in recent weeks, and Greece's future in the single currency zone seemingly secured for a while yet, the euro has prospered. It was up a further 0.3 percent at $1.3088 on Tuesday.

The key moment of the trading week will likely be Friday's U.S. nonfarm payrolls figures for November, though the figures could be distorted by the impact of Superstorm Sandy which battered much of the eastern seaboard. There's already evidence the storm has had an impact on the economy ? Monday's monthly manufacturing survey from the Institute for Supply Management was far weaker than anticipated.

Earlier in Asia, Japan's Nikkei 225 index fell 0.3 percent to close at 9,432.46 while Hong Kong's Hang Seng gained 0.2 percent to 21,799.97. South Korea's Kospi fell 0.3 percent to 1,935.18. In mainland China, the Shanghai Composite Index rose 0.8 percent to 1,975.14. The smaller Shenzhen Composite Index added 1.3 percent to 743.62.

Oil prices were subdued following Monday's weak U.S. manufacturing figures, with the price of a barrel of benchmark New York $1.28 lower at $87.81.
